The Centre

The Machine Operators Training Coordination Centre of the ŁUKASIEWICZ Research Network - Institute of Mechanized Construction and Rock Mining focuses its activities on performing the tasks the following two areas:
- coordination of training and qualification of working machinery operators,
- recognition of professional qualifications acquired in the Member States of the European Union.

Coordination of training and testing for operators of work machines is the implementation of the ŁUKASIEWICZ – Institute’s tasks resulting from the regulation of the Minister of Economy of 20_September 2001 on health and safety at work during the operation of machines and other technical equipment for earthworks, construction and road works (Journal of Laws No. 118, item 1263 with later amendments).

Within this area, the Centre carries out, among others, the following tasks:
- develops new and updates existing plans and program documentation for trainings of operators,
- defines procedures of examinations,
- empowers units to conduct training in a given specialties, after checking compliance with the requirements referred to in the §25 mentioned above Regulation of the Minister of Economy,
- keeps a register of operators' rights.

As part of keeping a register of operator rights:
- stores documentation of carried out examinations,
- records issued rights to operators,
- accepts and registers requests for replacement of damaged or lost permission,
- issues duplicates of gained rights,
- keeps a register of the rights retained by the inspection and prosecution authorities.

The manner of implementing the above-mentioned tasks is specified in the Procedure for operators’ training. In order to make it easier for candidates for machine operators to locate the nearest unit conducting training in a selected specialty, the Center provides open access to a database of all units authorized by the Center to conduct training (Unit Search Engine).

Recognition of rights obtained outside of Poland, The Center performs on the basis of the Act of 18 March 2008 on the rules for the recognition of professional qualifications acquired in the European Union Member States (Journal of Laws No. 63, item 394). On the other hand, the scope of prerogatives assigned to the ŁUKASIEWICZ - Institute and implemented by the Center is defined in the regulation of the Minister of Development and Finance of 21 December 2016 regarding the authorization of the ŁUKASIEWICZ Research Network - Institute of Mechanized Construction and Rock Mining to recognize professional qualifications.

This scope includes the following regulated professions:
- operator of equipment for earthworks and related devices,
- operator of machinery and equipment for the production of concrete, asphalt concrete,
_concrete elements, stone and other related;
- scaffoldings assembling.

The abovementioned professions, defined in the regulations in an aggregated form, have a direct reference to the professions referred to in the Announcement of the Minister of Enterprise and Technology of 19 February 2018, regarding the publication of a uniform text of the Regulation of the Minister of Economy on occupational health and safety during the operation of machinery and other technical equipment for earthworks, construction works and road (Journal of Laws of 20 March 2018, item 583).

In the discussed scope, the Center realizes the entirety of works resulting from the aforementioned act, ie:
- accepts and performs formal and substantive evaluation of submitted applications for recognition of professional qualifications acquired outside of Poland, based on which the Director of the ŁUKASIEWICZ – Institute makes decisions about recognising or not recognising the qualifications,
- defines scope of complementary training for Applicants declaring their willingness to obtain
_"Polish" rights in the simplified mode,
- examines applications and communicates decisions of the Director of the ŁUKASIEWICZ - Institute enabling conducting cross-border services in Poland.

The manner of implementing all matters related to the recognition of qualifications was defined in the procedures for the recognition of qualifications developed by the Center.
