The Centre

The Centre focuses its activities on performing the tasks of the Institute in the following two areas:
- coordination of training and qualification of working machinery operators
- recognition of professional qualifications acquired in the Member States of the European Union.
Coordination of training and qualification of machinery working operators is an implementation of the tasks of the Institute resulting from the Regulation of the Minister of Economy, 20 September 2001 on the safety and health at work during operation of machinery and other technical equipment for earthmoving, construction and road (OJ No 118, p. 1263). Within this area, the Centre carries out, among others, the following tasks:
- develops new and updates existing plans and program documentation for trainings of operators,
- defines procedures of examinations,
- empowers units to conduct training in a given specialties,
- after verifying the fulfillment of requirements referred to in § 25 of the said Regulation of the Minister of Economy,
- records the courses for the operators organised by the authorised training units
- keeps a register of operators rights:
- accepts and maintains documentation of examinations,
- keeps a register of issued permissions for operators,
- accepts and registers the applications for the replacement of destroyed, damaged, or lost permissions
- gives duplicates of permissions
- keeps a register of rights retained by the control and law enforcement bodies.

Carrying out these tasks defines the procedure concerning the training of operators . In order to facilitate the operators candidates to find the nearest unit conducting training in selected specialties there is a database including all units authorised by the Centre to conduct training.

The basis for the activities of the Centre on recognition of qualification obtained outside of Poland constitutes the Act of 18 March 2008, the rules for the recognition of professional qualifications acquired in the Member States of the European Union (OJ No 63, p. 394). On the other hand, the scope of the prerogatives assigned to the Institute and implemented by the Centre is governed by the Regulation of Minister of Economy from October 14, 2008, on the authorization of the Institute of Mechanised Construction and Rock Mining to the recognition of qualifications (OJ Nr192, poz. 1185). This range covers the following regulated professions:
- operator of earthmoving and related equipment,
- operator of machinery and equipment for the production of concrete, a dense asphaltic concrete, concrete elements, stone, and related items;
- assembler of scaffolding.
The aforementioned professions - defined in the Regulation in the complete form – are directly linked to the professions referred to in the Regulation of the Minister of Economy from 20 September 2001.
In the mentioned area the Centre carries out all the works arising from the cited law, i.e.:
- adopts and assesses submitted applications for recognition of professional qualifications acquired outside of Poland both formally and in the merits,
- prepares the organizational and substantive conditions for conducting adaptation period for a particular applicant,
- prepares the substantive and organizational conditions to perform skills test of a particular applicant,
- prepares the decisions of the Director of the Institute on the recognition or non-recognition of qualifications of a particular applicant,
- determines the scope of the supplementary training for applicants who declare willingness to apply for obtaining the "Polish" rights in the simplified mode
- considers the subject matters and prepares the decisions of the Director of the Institute enabling to provide trans-boundary services in Poland.

The procedure of conducing all matters relating to the recognition of qualifications is defined in the procedures for the recognition of qualifications created by the Centre.
